Why is Paul Hoskins wearing feathers?

This is one of many wonderful photographs from various sources added to the Lucas County Historical Society collection over the summer. But all we --- and the donors --- know about it is that the gentleman at the picnic table in the foreground wearing a feathered headdress is the late Paul Hoskins (1924-2015).

It was taken, from the looks of things, during the 1950s on the courthouse lawn during a meal of some sort. The photograph is very large and glossy, professionally taken I'd say. But why? What was the occasion?
